Legal Issues Invasion Of Alien Species, Prevention Of International Cooperation

From the1950s, the alien species invasion and their hazards attracted the attention of the international community. With the development of globalization and international economic and trade growth, the threats to worldwide biodiversity are increase seriously. At present, the alien species invasion threat to worldwide biodiversity and obstacle to sustainable development has caused wide public concern in the international community. The theme of the2001International Day for Biological Diversity has been identified as Biodiversity and Management of Alien Invasion Species. The International Union for the Conservation of Nature and Natural Resources (abbreviated to IUCN) also has listed the alien invasion species as the second largest threat to global biodiversity which next only to habitat was destructed. Alien species invasion brought a sense of urgency that bring the new horizons and encourage to cooperation of States and produce common political views and strategies. Against the alien species invasion will help to promote the sustainable development of the global economy. In the context of global economic integration, the international community has not yet established the principle of unity of action and combined with the causes and potential impact of species introduced beyond national borders, isolated action by individual countries to alien species invasion can not control the intrusion of all alien species may occur. Therefore, all the countries in the world agreed that effective prevention and management of the alien species invasion through international cooperation.There are five chapters in this essay. In the first chapter it talks about the basic concepts, the development of the relevant scientific and introduces the way of the alien species invasion and the harm. In the second chapter it expatiate the necessity and importance of international cooperation to combat the alien species invasion and the theoretical basis of international cooperation to prevent and control of alien species invasion. The third chapter it sets forth the legal form of international cooperation to prevention and control of alien species invasion and introduces the related international conventions, agreements and soft law. The fourth chapter expounds the legal principles of international cooperation to prevention and control of alien species invasion. The fifth chapter is the main body of this essay, it thinks about the countermeasures for international cooperation to prevention and control of alien species invasion.
