Japan's Oda To China And Sino-japanese Relations

In theoretical research and realistic operation in the international relations, the foreign aid has an important function and meaning that can't be replaced , though foreign aid is shown as a kind of economic policy behavior, but it often surmount the restriction of the economic rule, there are far-reaching meanings in many aspects, such as politics, security, diplomatic, ideology and values, etc, which has reflected the strategic intention and policy goal of the country ,in more cases and on greater degree, dominated by politics, diplomacy, security and other relations between the countries.The official Development Assistance (ODA) with such characteristics as its official background, government's behavior, strategic intention and policy are favorable, become an important reach filed in foreign aid. Especially, it has special meaning to Japan, who has difficult in playing an international role, expanding international influence.Since the initiation of the open and reform policy, Japan has been the earliest and the biggest source of assistance to China, Japanese ODA is one of the most important factors in the Sino-Japanese relationship and plays a critical role in restoring and improving the bilateral relationship, which became the symbol of the Japanese friendship to China. But the policy of Japanese ODA to China has been great changes since 1990. Japan proposed so-called "ODA four principle" in 1992, issued new ODA Argument in 2003, turned channel originally of mutually beneficial cooperation into a diplomatic means to reflect national will. The former foreign Ministry and the prime Ministry of Japan said, it's time for China graduate from ODA. China and Japan consult and make decision that Japan ODA will stop in August, 2008 when China holds Olympics. Japanese ODA which lasting nearly 30 years will out of the stage of history. But the termination of Japanese ODA not means the stop of economic cooperation between China and Japan. A new kind of economic cooperation between China and Japan, Sino-Japan environmental funds, will take place Japan ODA under the situation that Sino-Japan relationship turning well.
