The Study Of Sino-Japan Non-governmental Diplomacy

The communication between in China and Japan goes back to ancient times, and the peoples of the two countries live in harmony, learn from each other in long-term. The communication of two countries were enriched and developed in economy and culture. And a brilliant civilization in East Asia was created. However, in modern times, Japan gradually embarked on the road of external expansion after the Meiji Restoration. After defeat in World War II, Japan announced its unconditional surrender, but because of the implementated separate occupation by USA, China and Japan were without the establishment of diplomatic relations in a very long time. Chinese government had adopted a correct approach towards Japan. They implementated the non-governmental diplomacy. After the setting up of the People's Republic of China, the diplomatic relation was established between China and Japan in 1972 and Sino-Japan non-governmental diplomacy carried out in 23 years.This paper analyses the background, process and contents of the formation of Sino-Japan non-governmental diplomacy in these 23 years and gets the important revelation of development Sino-Japanese relation and the development of national relation from the experience and lessons of the development of Sino-Japan non-governmental diplomacy.There are four parts in the article:The first part analyses the formation of Sino-Japan non-governmental diplomacy and mainly analyses the background and process of the Sino-Japan was non-governmental diplomacy formation between 1949 to 1972.The second part analyses the content and characteristics of Sino-Japan non-governmental diplomacy. in the content, from the Government. This part analyses the contents of Sino-Japan non-governmental diplomacy between 1949 and 1972 and analyse the characteristic of Sino-Japan non-governmental diplomacy .The third part mainly analyses the active role and limitation of Sino-Japan non-governmental diplomacy.The fourth part, that is the modern enlightenment of Sino-Japan non-governmental diplomacy. This part draws inspiration from the experiences of Sino-Japan non-governmental diplomacy development. The first is the inspiration from Sino-Japan non-governmental diplomacy to the relationship of China and Japan. This paper argues that its inspiration lies in not ignoring the power of the people and the Government major strength promoting, and the fuction of link of non-governmental communication; The second is the enlightenment of Sino-Japan non-governmental diplomacy to the development of the general country relation. This paper argues that the Enlightenment in formulating of foreign policy that should take fully into accounting the relationship between government and civil. Development the non-governmental diplomacy is the important way of promoting the country' s relation.
