Competition for posts has become the one of the main ways of cadre selection and appointment in party and government organizations,the constantly improvement of which can push up the healthy competition in a more just,fair and transparent way,the update of public organizations and upgrade of administration effect.On the view of its origin,both the test promotion mechanism in the developed countries and the imperial examination mechanism in China can offer some inspirations to our competition for posts today.Mechanism is the relevant supporting system which can auto run nominally and play perspective functions.It has some basic characteristics:firstly,it needs relevant supporting system;secondly,it gives inside and outside impetus to promote system run nominally;thirdly,it has an tremendous effect,as a result of conformity,which exceeds the summation of all individual elements.Competition for posts doesn't occur separately. It needs relevant mechanism to support and implement,and brings to a series of chain reaction in the whole of the cadre and personnel system.Researching on the point of the mechanism,the competition for posts has some shortcomings including the unreasonable prerequisite,absence and lag of system, imperfect operation procedures and supervision system.By practical analysis of the leader and cadre in X district of Y costal city,anatomize current problems from age structure,years of holding officials,academic qualification,specialization,source channel, grading structure,wage treatment,authority collocate and the examination for selection and appointment.Point out to solve some assignments and goals in the course of the promotion of the reform of the cadre and personnel system,and especially in the course of the improvement of the competition for posts.On the basis of above,give the advices to revise and improve mechanism——take actions,for instance,improve programming of rank construction,build the system of qualification checkup and specialize evaluation,to optimize prerequisite.Improve the direct criterion of system in regards of test database,written examination,interviewing, surveying,qualification and so on.Strengthen the relevant supporting system as training before inauguration,posts analysis,performance management,outcome evaluation and vocational development plan of public servants.Standardize the operation procedure. Divide the test into practical posts and qualification,and add the evaluation center, training before inauguration,serving in a lower level unit,signing probationer ship goals and assignment and other matters before,during,and after competition.The innovation includes the system of qualification checkup and specialize evaluation,some methods of practical analysis,sorting of operating procedures, introduction of evaluation center technology and relevant system environment.
