Deepening the reform of the cadre and personnel system and building contingent of cadres with high quality in the new circumstances have been deployed comprehensively according to the Decisions for Major Issues of Strengthening and ImprovingParty Building in the New Circumstances Made by the Central Committee of the Communist Party of China which are passed in the fourth plenary session of the seventeenth. The Public Security Organs, as a power of national important criminal justice and administrative law enforcement, shoulder the important historical mission of consolidating the party’s ruling status, maintaining social stability, and guaranteeing themasses to live and work in peace and contentment. Therefore, deepening the reformof the cadre and personnel system in the Public Security Organs is urgent needs forimproving the justice of choosing and employing persons, and solving significant problems of cadre works. In recent years, the Public Security Organs insist to considerjob competition as an important and powerful measure for deepening the reform of the cadre and personnel system, strengthening construction of the police force, and enhancing the vitality of the team. To further strengthen regularized construction of thecadre team and improve the system of cadre selection and appointment,NanChang public security bureau carries out a leading cadre job competition and examination system among section and portion cadres in council since February,2004, and the job competition and examination system is organized and implementedby the city bureau political department,all the qualified officially enrolled policemencan enroll for it. Up to now, the cadre team with different ages and levels has been preliminarily established in Leping public security bureau.
