Public Policy Implementation Obstructive Phenomena And Countermeasures

Public policy is the project established through legal procedures by the party and government to achieve a certain goal in a certain period of time. In the process of implementation, the attitude, quality and ability of the executors often lead to negative and passive, ineffective implementation even obstruction of the policies which may seriously affect the achievement of the objective of public policy, undermine the authority and hinder the economic and social development.This article focuses on how to resolve the obstruction of public policy implementation and bring forward countermeasure to prevent the obstruction. The article consists of three parts. The first part is the definition of public policy, public policy implementation, the obstruction of public policies implementation, and introduction of different forms and reasons of the obstruction of public policies implementation. In the second part, the author takes the management of the tricars in Y county as an example, analyzes forms and disadvantages of the obstruction of public policy implementation, sums up the universal significance of the management of the tricars in Y county from the perspective of public policy implementation. The third part is the proposals. First, we must establish a sound scientific and reasonable public decision-making system. Second, we must improve the quality of the executors. Third, we must enhance the target groups' support on public policy. Fourth, we need to improve the methods toward public policy implementation. Fifth, we must improve the protective mechanism of public policy implementation.This paper tries to be creative in research angles, research methods and viewpoints. The successful management of illegal operation of tricars is selected to illustrate the causes, appearances, danger and prevention of the obstruction of public policies implementation through the analysis of its process, from the theoretical level. Thus, a series of policies is put forward to prevent the obstruction of public policies implementation. At the same time, this paper makes a conclusion on the transformation of government functions and work style building in Y county connecting with reform of the government management system initiated by the grass-roots from the perspective of how to promote the smooth implementation of public policy. The study offers methods that are conducive to promoting the implementation of public policies and ideas in accordance with the grass-roots government reform and development. The case in Y county widely exists in the country. Its cycle , "governance - repeat -governance", and measures from the "initial practice - upgrade - successfully solve the problem" make the Y County governance tricars operating different from a common typical example. The analysis of the development of the whole process of this case provide reference to the public policy formulation, implementation, the obstruction, resolution to the obstruction to. Therefore, the analysis of this study is based on practice. It combines theories with practice.
