The measures of preventing and curing include:First, interest integration overcome interests barrier, weigh the interests of all parties, sthengthen their moral construction at the same time;Secondly, improve the power fanction of policy execution and the system construction of power supervison; Thirdly,we should try our best to improve the Cognitive complexity of the subject of public policy execution and complete the employing mechanism to improve the working ability of the subject of public policy execution.
