The people's congress system is China's fundamental political system and the basic form to carry out socialism. Striving to improve the quality of local people's congress deputies at all levels has become the key issue both at present and the future.There is a necessary inherent relationship between the structure and the quality of the representatives. Based on the Structural-functional Theory, the paper clarifies the nature and the character of the inherent relationship between the structure and the quality of the representatives, thus provides the further theoretical support to optimize the quality of the representatives. According to the samples of Hongkou District, Shanghai City, the paper studies the local people's congress deputies on all aspects of quality and performance, it will help us to find some practical measures to further the level of their duties, and it will also provides the reference and a certain basis to optimize the quality of the representatives so as to enable the People's Congress representatives to give full play to the role of institutions, lay the foundation for building democracy works.The writer has directly taken part in the whole process of the investigation of the 13th Hongkou people's representatives and the election of the 14th Hongkou people's representatives. Through comparative analysis of the 13th, the 14th NPC structure of the Hongkou District, such as gender, political affiliation, age, education and so on, we can review the new changes in the structure of the representatives, extract the actual experience in mining representative resources and optimizing the structure of the representatives. Through the 13th, the 14th NPC Comparative Analysis of their duties in the Hongkou District, we can sum up subjective and objective reasons to influence their realistic duties of the people's deputies as below. On the basis of the front Comparative Analysis, we can sum up the four main ways to improve the quality of deputies. First, to hold the entrance of the representatives through election; second, to enhance the study and training program to clear the thoughts of the representatives; third, to establish the working mechanism to enhance their ability systematically; fourth, to hold the service work for the representatives well to guarantee their function structurally.
