| The performance of deputies to the People’s Congress is not only a political issue,but also a public management issue.Therefore,from the perspective of political theory,this study first introduces the basic concepts,basic theories and main content of the deputies to perform their duties,and then combines the contents of public organization management,performance management,and information management in public management through the data analysis and comparison,On-site investigation and other methods to analyze the current situation and existing problems of the deputy to the People’s Congress of the Guangxi Zhuang Autonomous Region.According to the investigation and analysis,this article points out that there are four main problems in the performance of duties of Guangxi People’s Congress deputies: the imperfect performance of the deputies to the People’s Congress at the system construction level;the unreasonable structure of the People’s Congress at the representative structure level;the implementation of representative activities at the implementation level Insufficient power and insufficient performance of duties;the inadequate guarantees for the performance of deputies at the organizational guarantee level.In response to these problems,this article does an analysis of the reasons.Aiming at the problems of the deputies to Guangxi People’s Congress in performing their duties,combining the excellent theories and the successful experience at home and abroad,and the needs of the current situation,this article proposes countermeasures to improve the effectiveness of local people’s deputies in the new era: The first is to strengthen the theoretical basis for the deputies to perform their duties;the second is to improve the overall quality of the deputies to the local people’s congress;the third is to establish a sound system and mechanism for the deputies to perform their duties;the fourth is to comprehensively improve the effectiveness of the local deputies’ performance;the fifth is to strengthen the service guarantee for the deputies to local people’s congresses.This study believes that the research on improving the efficiency of the deputies to the local people’s congress in the new era has far-reaching significance in theory and practice: In theory: it can further strengthen the confidence in the political system,and deeply understand that the implementation of the people’s congress system is a great creation of the Chinese people in the history of human political systems.In practice: it can improve the performance of the deputies to the local people’s congresses,further perform the deputies’ duties.And it can be also conducive to reflect people’s demands through various institutionalized channels. |
