Since the 18 th National Congress of the Communist Party of China,the importance of private entrepreneurs as deputies to the People’s Congress has been increasing,which is mainly reflected in the growth of their proportion and social influence.In contrast,there have been controversies in academia and society over the performance of private entrepreneur representatives.The enhancement of their status and the criticism of their performance constitute a contradiction in the performance of private entrepreneur representatives.Why do some regions have relatively good performance of Private Entrepreneurs as Deputies to the People’s Congress? What factors influence the performance of private entrepreneur representatives? Against this backdrop,the research question of this article is to analyze the factors that influence the performance of private entrepreneurs as deputies to the People’s Congress.Based on the representative theory and the political absorption theory,this article believes that the political absorption of the Communist Party of China,the institutional innovation of the People’s Congress,and external pressure from voters have a close influence on the performance of private entrepreneurs as representatives.Therefore,the article constructs an analysis framework for the performance of private entrepreneurs as deputies to the People’s Congress.Through case studies,in-depth interviews,and participatory observations,the article uses national internet news reports,participatory observation data from Minhang District in Shanghai,interview data from Minhang District’s People’s Congress,and data from Minhang District’s archives to study the performance of private entrepreneurs as deputies to the People’s Congress.Using Minhang District as a case study,this article attempts to analyze the types and performance of the performance of private entrepreneurs as representatives,including the impact of the shift in the political absorption focus of the Minhang District on the performance of private entrepreneurs as representatives during the representative generation process,and the impact of the active exploration of institutional innovation by the Minhang District’s People’s Congress and democratic practices driven by external voter pressure on the performance of private entrepreneurs as representatives during the representative performance process.This article presents a case study of Minhang District and finds that: Firstly,there are three types of performance by private entrepreneur representatives in Minhang District.The first type is the regional service representative,who shows strong performance and voter contact through diverse forms of representation,and performs as "strong performance behavior-strong voter contact".The second type is the industry-closely representative,who combines serving the public,representation,and their own industry through their business operations,and performs as "strong performance behavior-weak voter contact".The third type is the depiction-constituent representative,who lacks in performance but serves as a reflection of social composition and the "safety valve" of the deliberative body,and performs as "weak performance behavior-weak voter contact".Secondly,the performance of private entrepreneur representatives in Minhang District has improved.A longitudinal comparison of time dimension reveals that the overall performance of private entrepreneur representatives has significantly improved,with the greatest improvement in performance observed for regional service representatives.In a horizontal comparison of representative structures,it is found that private entrepreneur representatives are better at performing representative duties by submitting suggestions and proposals.Thirdly,the political absorption of the Communist Party of China,innovation in the People’s Congress system,and external pressure from voters can have a positive impact on the performance of private entrepreneur representatives,thereby improving their performance.The analysis of the factors affecting the performance of private entrepreneurs as deputies to the People’s Congress in this article suggests that their performance can be improved by shifting the focus of political absorption,innovating the performance system,and increasing voter participation.The improvement in the performance of private entrepreneur representatives not only enhances their exemplary role within the People’s Congress and outside society but also radiates the optimized measures of their performance to other types of representatives,thereby driving and improving the performance of all representatives.This,in turn,further transforms the institutional advantages of the People’s Congress into governance effectiveness.
