Central Government of The People's Republic of China was set in Beijing in 1949.10.1.As the rule of Common Program of the CPPCC, the regime of The People's Republic of China belongs to People. People exercise the political power through People's Congress and the government. China held the first meeting of People's Congress in 1954.9. It marks the political system that based on People's Congress system has been established. The deputies that People elected build up People's Congress and represent People to manage the whole country. People's Congress system is one of the fundamental political systems in China. It is so important that lots of Constitution rules are about it and lots of researchers are learning it. It is the People's Congress system that proves the policy about"All the powers belong to People"in practice areas. It is true that People's Congress system has both superiorities and deficiencies. To improve the deficiencies, the most effective way is solving the root. As a cell, the deputies of the people play an important role in People's Congress. The harmony of society depends on the coordination about the decision and the implementation. The practices of the deputies of people's functions have a direct impact on the correctness of decisions and a direct influence of the implementations of decisions. The diathesis of the deputies of people is the basis about the functions. Then the stability of society is affected.From the representative institutions to the People's Congress system, form the exertion of the deputies of people's functions to the elevation of the diatheses of the deputies of people and the full-time representative system are the main topics.
