On The Interests Of Vulnerable Groups In Society To Express The Present Situation And Rescue

These are issues that we have to face,which are the social structure differentiation in the transitional period,the multiple diversity of main interests part,the different social strata and groups with different interests and conflicts of interest arising from masses event.In our country, it doesn't belong to the opposite but internal people's contradictions at this stage.Also,most of masses events are caused by the conflict of interest.Since the 1980s,the entire social resource allocation shown a proliferation of trend,but it reversed after 1990s,just re-accumulation. Reallocation of resources accumulation is a direct result that has started to form a considerable scale of vulnerable groups of our society.It will easily lead to take the sense of bereaving,more strongly in the different groups, although they live in same city and community,for they are relative poverty with the breadth and decentralized nature,and there is a high degree of relativity between poverty and bereaving.By adoption of the survey results,there is phenomenon in the vulnerable groups,which are no-way-express and no-use-express for their interests.They have to take the choice of silence or violence,therefore,it is non-institutionalized participation to express their interest demands action. However,this is a helpless choice from lacking institutionalized participation with their negative recognizing.By studying the reasons of two cases for the interest expression,the groups can not take part of making policy effectively,not systematic and in-depth manner to express their interest demands,so that the groups is in an eddy about "imbalance of their interests and right,again,the interests", forced to community bottom or the edge.Therefore,the Government should step up relief for vulnerable groups,through the judiciary,the letters visiting, the CPPCC,National People's Congress,trade unions,non-governmental organizations and other aid channels to guarantee the fair education for vulnerable groups.In the info-network developed today,the government should listen to the voices of intellectuals by full use of public media,so that it can be a two-way interactive platform for information utility.At the same time,by consideration of the interest expression,it may also lead to other issues of more and more "no direct conflict of interest" as social crisis management,but through psychological counseling,psychological help the groups get sense of care and security.It is very important that government should have the courage to bear the result of dishonesty public responsibilities,construction of a social credit system,opening and transparency administrative.
