Education plays an important role in our daily life as well as in our society. As a kind of quasi-goods, the provision of education must be managed and supervised by related government. In U.S., state government, instead of Federal government, is in charge of education business by school district. However, school district is not a part of state government. Instead, school district is a special kind of government with considerable fiscal and administrative independence. Except its self-management, school district is responsible for communication among government, community and its schools. The result of self-management and relationship directly determines the quality of school district, which indirectly affects student enrollment, education funding and donation as well as positive relations with community. Cupertino Union School District is one of the best school district in the bay area in California. Its organization design and operation are both effective and excellent, while it has built good relations with government, community and schools. Such experiences of Cupertino Union School District will be described and analyzed in this article from a perspective of public administration in order to provide useful experience to other school districts in the U.S.as well as to provide detailed study case for students and teachers in China, who major in public administration.
