The school district governance system is a kind of education management system that has been formed for a long time.It is a comprehensive governance mechanism for the production,distribution and utilization of educational resources in a certain area.Chinese school district system has evolved since the Republic of China,the top-level design of which occupies a dominant position.In terms of the system design and practice,there's a lot of controversy among Chinese scholars in the respect of the scope of middle school district and the attributes of governance,as well as the right classification and power distribution involved.Therefore,it is necessary to make more analysis of the phenomenon of school district governance,which provides a path to legal improvement by studying the essence of school district governance and the inherent jurisprudential attributes.Marx has stated that the discovery of the new continent and the new air route is of great significance,which has opened up a wider space vision for human beings.At the same time,it promotes the accelerated evolution of historical processes.Obviously,space and geographical factors are important aspects of Marx's investigation of historical transformation,and spatial relations is an important analytical tool for Marx's research of the world.Professor Gong Pi Xiang also explained that the spatial elements play an important role in revealing the internal mechanism of the development of regional rule of law.Without the grasp of regional spatial relations,it is impossible to thoroughly understand the development phenomenon and problems of regional rule of law.As a combination of natural factors and social factors in a certain area,the study of its conceptual attributes is supposed to deepen social factors from geographical elements,using spatial relationship variables as tools,and revealing the intrinsic motivation for the formation of the school district governance system from the transformation of spatial types.to define the nature of school district governance.On this basis,the objective environment is used as the foundation for investigation and analysis,which contributes to dig out practical problems from the school district governance phenomenon practically.However,the progress from school district system to school district governance system involves not only the transformation of school district governance phenomenon,but also the problems of conflict of rights and power allocation.Existing research on the school district system mainly focuses on pedagogy and other fields,paying more attention to the management model and the content of the administrative structure,and rarely analyzing the rights and fairness derived from the system from the perspective of the rule of law.Considering that the formation and evolution of school districts is a complex process of spatial transformation,it reflects the rights and obligations between schools,citizens,and governments.Therefore,the construction of a governance system needs to be based on legal regulations.Moreover,it is necessary to study the school district governance system from the perspective of jurisprudence.To this end,legal basis can be sought from the following aspects.First of all,the rights involved in the school district governance system can be analyzed by Hoferd's theory of rights in a generic manner,so as to seek legal regulation for the legitimacy of school district governance.Secondly,while guaranteeing the rights,the relevant theories of local governance and municipal social governance are introduced,seeking theoretical basis for school district governance,and rational construction of decentralization from the perspective of power constraints and planning.The resulting fairness,efficiency and interest issues are analyzed from the perspective of the government and the market.The causes of the social stratum distribution in the school district are studied.The household registration is used to analyze the applicability of the same right to rent.In the framework of the rule of law,arbitrary infringement of public interests is avoided.In general,the school district is dominated by the regional concept,combining theory and practice.It can systematically analyze the system structure of the school district governance system,study the derived attributes from the perspective of rule of law and provide a perfect path.In addition,it is necessary to follow the trend of times to combine the development technology of the new era of science and Internet,this helps to make up for the lag of relevant laws in the governance process and modernize the governance capabilities of the national education governance system.
