Darfur crisis, which is described as the most the most serious humanitarian crisis in the world by UN., has triggered grievous spillover effect and attracted the attention of international society since its outbreak of the year 2003. The process of the international intervention in Darfur crisis raised a controversial concept, that is, international intervention, which has not been reached an agreement in academic circle and is given different definitions and content according different standards. By means of studying Darfur issue, this paper is designed to define the concept of international intervention and then, summarize the new features of international interference on civil crisis and the difficulties it faces and its developmental tendency.In the first chapter, the writer clarified the essence of Darfur issue is concerning with development not with genocide by analyzing the root of its outbreak, as well as summarizing its spillover effect and the process of its internationalization.In the second part, the writer defined the concepts of international intervention, reviewed the developing process of international intervention, and listed the difficulties it faces on motive justice, subject legitimacy, means rationality and result validity.In the third part, the writer analyzed the model of international intervention on Darfur issue, which is conducted by two dimensions, namely the multi-actors composed by UN, AU, nations and second track in the horizontal dimension, and the developing process from AU mission struggling alone in the battlefield to the cooperation of AU and UN in the vertical dimension. The writer focused on the role of the two mechanisms of international intervention, the big powers and other international actors.In the last two parts, the writer analyzed the new changes of international intervention in modern times, namely the cooperation of different actors, the rising status of regional organizations, the enhancing flexibility of peace operation of UN, the strengthening of multilateral mechanisms for consultation., and the transferring of China's attitude towards international intervention. The writer also figured out the difficulties the mechanisms of international intervention face and predicted the trends of it in the future.
