Floating population, especially the migration of the rural labor, is a special social and economic phenomenon in transitional China. It is also an inevitable choice to develop the industry, the urbanization and the modernization in peace period of China.As the biggest and the most typical immigration metropolis, Shanghai has contained over six million floating people under the reform and opening up policy. Meanwhile, Shanghai also formed a series of effective governing mechanisms in promoting economic development, social stability and safety. However, floating population management faces unprecedented challenges with population regulation laws being abolished. It is usually much more challenging to deal with the floating population in some of the suburb area, where local residents population is outnumbered by floating population. In response to these challenges, some local governments have innovated new mechanisms and explored new approaches in this policy issue. Taiping Village of Jiading Town is such a prototype case which has developed a model for Shanghai.This paper is composed of four parts. Chapter One explains the related theories and existing studies of floating population, and also analyzes the background of the policies and the basic conception. Chapter Two reviews the history of floating population management since the reform and opening up in Shanghai, analyzes the new situations and difficulties in new days. Chapter Three is the emphasis of this paper, which expends the Taiping Pattern, including its formation, main characteristics and and limitations. Finally, the Taiping Pattern is summarized with eight pieces of policy advice on the basis of above discussion in the end.Through an in-depth case study, this paper explores the real challenges of floating population and develops, explains the new model of floating population management and draws some moderate policy implications.
