Floating population in China largely takes on the tendency from rural areas to urban areas. Prior to 1980s, thanks to market laws playing increasingly essential role in it, the tendency has significantly changed in terms of its scale, structure as well as function. Meanwhile, it exerts profound influence on social stability and rural-urban economic development. On one hand, it indispensably results from urbanization; on the other hand, due to its side effect, most cities have to carry over the administrative ways used in planned economy system and negatively take preventive measures, including "blocking, locking and dislodgement", the apparent result of which is disconnection from urban development. In view of this, the author holds that it is necessary to explore a new administrative pattern to fit in with urban development.Jinniu District in Chengdu city, as the largest habitation of floating population in Sichuan province is a typical case. Policy Research Office below Sichuan provincial Party committee, Jinniu district Party committee and Sichuan social development academy oriented to China West, have joined in hand to constitute a task group to explore both the current situation and the corresponding solutions. On the sound basis of thorough research in Jinniu District, the thesis rests on relevant theories to analyze behavior features of floating population in the district, and furthermore illustrates its current situation, defaults and disadvantages. Also the thesis explores the deep reason for the current situation concerning floating population, and take Jinniu District as a case with an attempt to seek for a new mechanism which can promote stability and development, and can be furthermore recognized as "Jinniu' pattern in Sichuan province and China at large.
