Developed Areas In The Suburban Village Of Villagers' Autonomy

With the development of the policies of reform and opening to the outside, the change of the structure of economy, organization and social stratum; the division and reorganization of the structure of social benefits affect the change of Chinese rural society. This kind of change is more prominent in the villages of outskirts of the cities in developed areas.Since the villages of outskirts of the cities in developed areas are affected by characters of those areas, the development of all aspects, including self-government by villagers, are affected by the development of cities. Under such kind of effect, on the one hand, the villages accumulate the substantial material base; on the other hand, this makes the constitution of villagers more complicated. Different kinds of social contradictions gather in villages, which diversifies self-government by villagers and enriches contents of democratic decision, management and supervision.Because of those changes, during the process of developing the self-government by villagers in the village of outskirts of the cities in developed areas, some prominent problems which are characteristic and needed to be solved urgently appear, for example, the problem of balanced development between farmers' strong wish and the ability of participation in politics when they have the material base, etc.This thesis uses Taiping village in Jiangqiao, Jiading as a case. By the research of the main policies and characters of self-government by villagers in Taiping village, analyze its main advantages and disadvantages.From the research of the sample, the writer thinks that in order to get the balance between villagers' wish and ability of participation in making policies, it should improve villagers qualities and the ability of self-government by villagers. It should consider the democratic rights of those who come from other places to secure their rights of democratic participation. Meanwhile, the relationship between party organization and self-government by villagers at villager' s level should be made clear to form the join forces to develop self-government by villagers.
