European Union (EU) ,the origin of modern social security, owns the soundest and most complicated social security system in today's world., With the increasing of social security expenditure's proportion in overall GDP, however, EU member states began to feel the accumulated financial stress since the last ten years of twenty century, even the sustainability of current system became an unsolved question. On the other hand, the process of EU integration is obstructed by current diversified social security systems within EU which not only blocks the mobility of basic production factors, such as labor and capital, but also causes serious "social dumping" among member states in different development levels. How to solve this problem is an urgent challenge for EU which cannot be avoided.The main points of this thesis include three parts: Necessity, Feasibility and Effectiveness of EU social security cooperation. And this thesis tries to provide a comprehensive view through employing an integrated methodology which consists of Economic, Political and Legal methods.For the purpose of analyzing social security cooperation's feasibility and effectiveness, this thesis applies Econometric and case analytical methods. According to Econometric analysis, this thesis figures out the main determining factors of social security expenditure, furthermore, demonstrates the feasibility of EU or its member states involve in the process of social security cooperation. On the other hand, the case analysis in the thesis gives a clear understanding about how the current social policy coordination mechanisms , or Open Method Coordination, can help EU to deal with its spliced social security system effectively.Some basic views and conclusions of this thesis:Firstly, diversification of social security systems within EU is one of the main reasons that obstructs the flowing of production factors and causes "social dumping" among members. it is very significant to solve this problem for the deepening of EU integration.Secondly, both the differences of social security expenditure and the differences of social security structure among EU member states block the process of its integration. However, the influence of the first one is more important and direct. According to the Econometric analysis, this thesis discovers that there exists significant relationship between these two sorts of difference, which means the differences of social security structure can descript the difference of social security expenditure significantly. Therefore EU organization or its member states' government can influenct social security expenditure through coordinating their structure, and furthurmore coordinate their overall social security systems. Thirdly, considering the speciality of EU, the effectiveness analysis of EU social security can be conducted in following two way. On the one hand, this thesis analyzes the roles of EU orgnization and member states's governments in the process of coordination and their interactivity. On the other hand, this thesis focuses on the coordination mechanism itself and how the mechanisms can play a role effectively.Forthly, Open Method of Coordination(OMC) which had been used in other social political fields is also feasibly and effective in the process of EU social security coordination. OMC is a very important achievement for the exploration of EU social policy, and will also behavior as a powerful policy tool for EU in the process of social security coordination.
