Research On The Evaluation Index And Modeling Method Of Basic Public Service Coordination

The coordination of basic public service refers to the coordination relationship between the basic public service and the factors such as economy and population in the supply configuration,which reflects the degree of harmony in the supply stage and the problem of sustainable development between them.At present,to promote the equalization of basic public services in our country,the rational and effective evaluation of the equalization of basic public services is helpful to establish a sound and balanced basic public service system,which is a major measure to promote the equalization of basic public services.However,due to the lack of research on the coordination of basic public services,it is difficult to systematically assess the coordination relationship between basic public service and economy and population in the evaluation of the equalization of basic public services.The results of the evaluation are not comprehensive,and it can not provide positive decision support for the establishment of basic public service system.In order to improve the basic public service coordination evaluation process and standardize the technical method of basic public service coordination evaluation,firstly,this paper reviews the related connotation and research of basic public service coordination,and decompose the basic public service system into three Mutual promotion and mutual inhibition of economic development,population distribution and basic public services subsystems.Secondly,by studying the interaction mechanism between economic development and basic public service and the interaction mechanism between population distribution and basic public service,and select the evaluation indexes of three subsystems constitute the index system.Then it introduces the characteristics and the formula of coupling coordination degree model,and combes the basic public services coordination measure process.Finally,the data practice of Wuhan city has been applied to the basic public service coordination assessment.The main results and conclusions of this paper are as follows:(1)There are interrelations between basic public service and economic development in four aspects of economic total,economic development speed,economic structure and economy and people's livelihood.And there are interrelations with population distribution in four aspects:population density distribution,population age structure,population education structure and population urbanization level.These can be used as impact basic public services overall coordination of the constituent elements.(2)The principal component analysis model is used to calculate the composite index of complex subsystems,and the coupling coordination degree model is used to measure the degree of interaction between multiple systems.Compared with other coordination evaluation models,the coupling coordination degree model has the characteristics of higher matching and more scientific and objective results,so it is used to evaluate the coordination relationship between the basic public service and the economy and the population.(3)The spatial distribution characteristics of the basic public service coordination measure value are measured by the center of gravity method,Moran's I,Gi and the GWR model is used to analyze the factor mechanism of the basic service coordination,so as to further evaluate the level of the basic public service coordination from the spatial angle.(4)According to the data of Wuhan city,the evaluation method and technical process proposed in this paper are practicable.At the same time,the coordination level of basic public service in Wuhan city in 2016 is analyzed.It is found that the overall level of the basic public service and the economic and population coupling coordination degree in Wuhan is high,but it still has the characteristics of spatial imbalance and spatial agglomeration,and is positively correlated with population density and GDP index in urban development factors.
