Coordination Mechanisms Between Local Party And Government Departments

The super-ministry reform of Chinese government, though effectively reducing departments, cannot truly solve the problem of coordination between departments, because of the reform not matching network relation and coordination mechanism among departments. For the example of D county and H county, this paper found party and government departments build up coordinate network around three government functions which are social management, economic development and organizational building by analysis the social networks relationship of 127 organs for deliberation and coordination during the same period. In network, all departments form not "cluster structure" which apply to super-ministry reform but ring structure of "core-periphery". Based on official rank this coordination network, relying mainly on the vertical supervision, while coordination authorization as supplement, achieve cooperate in wide range. By this taken, super-ministry reform has significantly limit and it is still a long way from Establish the independent sector coordination mechanism based on the statutory functions of the ministry.
