Research On Service Management Of Urban Floating Population

With the rapid development of China’s economy, the process of urbanization is deepening, and the scale of floating population expand rapidly. The floating population is not only an important labor resource, but also a huge consumer market, and has played a positive role in promoting cities’economic and cultural construction. However, the increasing floating population has also brought much negative impact. At present, with the deepening of political reform, a strong appeal to the parties to a change of government functions, which emphasizes the construction of "small government, big society" and the development of service-oriented government. On floating population issues, the traditional management model of "tube, card, press" is unable to meet the needs of social development. Thus in the vision of the new public service theory,Investigating the urban floating population service issues not only helps to build a new framework for urban floating population service, innovate management mechanism of floating population in our country, but also further enrich our theoretical connotation of service-oriented government.According to the idea of propose the question, analysis question, and solve problems, this paper is divided into five chapter. Mainly from introducing the background of urban floating population, this paper presents a theoretical and practical significance of the study, outlines the research methods, innovation and inadequate. And makes a simple sort and elaboration related to research at home and abroad.Then by definiting concepts of the floating population, urban migrants and urban floating population service management, noting its particularity. On this basis, elaborated the meaning of new public service theory and its application in this study.By introducing the status structure and living situation of floating population in Xishan District Wuxi, reveals the problem of floating population service including lack of service awareness, laws and regulations lag, the main institutions are not perfect and so on.Mainly selected the United States, Europe, Japan and other countries urban floating population service management model to investigate the feasibility, to provide reference and inspiration for China’s urban floating population service.At last, it makes Policy recommendations from four aspects, including Clear public interest objectives, changes in government service awareness,encouraging citizens to participate in self-government.
