Development Zone, Based On The Scientific Concept Of Development-oriented Government Performance Assessment

The purpose of this paper is to prove that performance measur ement is an effective way to improve the government administrative efficiency.To discuss that,the paper firstly provides an overview of Western performance meas urement system,strongly emphasizes the advanced performance meas urement theory and rich experience,which are worth to using for reference.Then it describes the current situation and problem of our performance evaluation system,and provides the propositional solutions. Furthermore,the paper develops the concept of scientific development, discussing the relationship between the scientific concept of development and government performance measure ment as following:on the one hand,the scientific concept of development is the instructive theory for performance meas urement system,on the other hand,the performance measurement system also propels the practice of the scientific concept of development.At the end,the paper gives three suggestions on how to develop an effective government performance measurement system in Development Zone:firstly, establish the scientific and reasonable performance evaluation indicator system,secondly,improve and standard the rules and regulations,at last, propel the innovation of performance measurement system to enhance the government transparence and efficiency.
