Government Performance Measurement Of China In The View Of The Scientific Concept Of Development

Improving performance is always the goal of the government reforming, and is also an effective way to obtain public support for the government and to improve the image of the government and to enhance credibility. From the early 1990's, we have begun to learn from the successful experience and advanced theory of western government performance measurement actively. Combined with China's social reality, we carry out the practice of performance measurement in a number of local governments and sectors, and there has been some theoretical and practical achievement. However, our government performance measurement is just at the exploratory stage, which has many shortcomings, such as lacking of institution and legalization, over-concerning about the economic indicators, shorting of standardized measurement criteria and etc. Therefore, we must proceed from the national condition to research and construct the scientific measurement system of government performance, which is based on the scientific concept of development. It uses the theory of the scientific concept of development, and the method of normative research and literature research in this paper. The purpose of this paper is to optimize the government performance measurement though the analysis of the status quo of China's government performance measurement.Firstly this thesis analyzes the basic theory of government performance measurement. It has elaborated the connotation and the function of the government performance measurement. Secondly, it points out the relationship between the scientific concept of development and the government performance measurement based on the creation and connotation of the scientific concept of development, and establishes and adheres to the correct view of government performance. Thirdly, it analyzes the status quo of China's government performance measurement system and elaborates the development process of government performance evaluation in our country, and analyzes the present inadequacies and its reasons of government performance measurement system, that is, the uncertainty of the index, insufficient use of measurement results,the particularity of the governmental products and services, the negative impact of the traditional administrative culture. Finally, it optimizes the government performance measurement system that is based on the scientific concept of development. To achieve this goal, we must try to accelerate government performance measurement into institution and standardization, i.e. the formulation of laws and regulations, the establishment of independent institutions of performance measurement, the achievement of the standardized procedures and methods.We can improve the mechanism by the combination of internal and external measurement, including complete the internal measurement mechanism, adhere to people-oriented value-orientation and increased public participation in the measurement, and establish the independent professional folk measurement institutions.We must construct the index system of government performance measurement, and establish and perfect the information system, and make the results of measurement public and use them correctly.
