Analysis Of The Law Enforcement Link Property Audit

The Ministry of Public Security has informed specific system requirements and spirit to enforce special audit on the property of law executing links since 1998. After that, the public security organs of our city began in 2004. Now, As an essential supervisory department in Government authorities, the audit was widely knew by the people and generally accepted by the people, and embodied in governmental supervision and public decision-making. Building a harmonious society is China's major objective nowadays, so we must execute rigorous internal audit in administrative activities of the public security organs, and put people's needs and views into the political system in the decision-making process. Thus, the people's legitimate rights and interests can be safeguarded, and the issue of people's livelihood proposed by the central authorities can be responded and attention. We should explore new phenomena in public policy field, and draw a reasonable limit between public power and various types of economic organizations, and make good use of public power. China's public security organs at all levels now are carrying out positive experiments and promotions cautiously in system enhancement and process design. So there is an urgent need in theoretical study which has a systematic summary in these practices, in order to guide practice better.The thesis take a research in the supervision of the public power, include it's system arrangements, procedures and effectiveness. The research take the property audit in law enforcement aspect as example. The author raise two basic assumptions: the justice of the public administration can be more valuable and effectual under the framework of the audit supervision, but as an essential supplement to the state of justice shortage, the effectiveness of the audit is limited; the effectiveness of the supervision of the public administration rely on the completeness of the technology, including reasonable approach and effective means. Based on these two basic assumptions, the thesis verify and analysis the following important points of view. First, the property audit on the law enforcement aspects of the public security organs, is an exhibition of the democratization of administration and decision-making, and also is an essential mean of supervision. Second, the democratization of decision-making in administration will promote the democratization in the field of politics inevitably. Third, although the necessary precondition of political circumstances is lack, the audit supervision is still valuable and useful through improving the institutions, procedures and techniques.
