China' s current maritime administrative law enforcement regime is based on the reform of administrative regime in 1998. It is a dispersive law enforcement regime, featuring a wide range of administrative structure and a dispersive distribution of law enforcement agencies. With the development of time, China' s current maritime administrative law enforcement regime can no longer meet the need of the development of a new situation. Its weaknesses such as dispersive power-sharing, low efficiency, overlaps of power, an indistinct line between enterprises and government agencies, backward legislation, and other in-depth problems and conflicts are becoming more protruding. This paper, by summarizing the models and traits of maritime administrative law enforcement in foreign countries, according to their experience, proceeding from the basic principle of legislation, analyzed the principle of legislation, the status, traits and requirements of China' s maritime law enforcement regime. It expounded the target, principle and ideology of the reform of China' s maritime law enforcement regime, discussed the direction of its reform, proposed following solutions to improve China' s maritime administrative law enforcement regime and a detailed plan of implementation: to improve legislation on maritime law; to further reform government agencies; to establish a integral structure for the management of seas; to integrate various maritime law enforcement agencies into a single one. Through these measures, an improved maritime administrative law enforcement regime corresponding to China' s national conditions can be established in China, and it will make contribution to protect China' s sovereignty, rights and security on seas.
