Research On The Way Of Strengthening The Party’s Ruling Ability Construction

The Third Plenary Session of the eighteen communique proposed to promote national governance system and management modernization. In this country Chinese party government system, the party is the core and backbone of the country in all the governance behavior. To promote the national governance system and management modernization, it is necessary to strengthen the party’s ruling ability construction. The author thinks this is the key areas and key links we must seize when we promote national governance system and management ability of modernization.This paper comprehensive use research methods,such as administrative science, politics, party historiography, sociology, attempts to study under the background of propulsion governance system and governance capability modernization, construct governance mechanism with characteristics of the leadership of the Party committee, the government is responsible for the construction, social coordination, public participation, explores actively theory response and path on how to strengthen the party’s ruling ability construction. This thesis consists of five chapters:The integrated use of administrative science, politics, party historiography, sociology research methods, this thesis attempts to study under the background of the state governance system and governance capability modernization, construct Party leadership, government responsibility, social coordination, public participation mechanism, explore actively theory and path on how to strengthening the party’s ruling ability construction. This thesis consists of five chapters as following.The first chapter is introduction. From The Third Plenary Session of the eighteen communique puts forward "to promote national governance system and management modernization of people", describes the research background, the significance of this research, and summaries the innovation of this thesis.The second chapter is about the ruling ability construction connotation of national governance system and governance capability under the background of modernization of the party. From the background of construction of the national governance system and promoting national governance capacity modernization, reanalysis of the party’s ruling ability construction connotation, think that the ruling party should control and consolidate state power; it should have the ability of influencing state power, to promote the development of social economy, politics, culture and other aspects. Based on the above,this thesis promote the connotation of the ruling ability in three aspects:the influence of state governance, party ability to control state power and consolidate the party’s ability of state power. In need of special attention, in this thesis, the construction of the party’s ruling ability connotation is different from the general understanding, it is defined in the view of build national governance systems based on the specific point, this thesis does not have the universal significance.The third chapter is about the theory and practice of strengthening the Enlightenment of the foreign party’s ruling ability construction. Study on the theory and practice of foreign political party the party’s ruling, sums up its success and failure experience and revelation in two aspects. These experiences provides many new ideas for our party to strengthen top-level design in strengthening the ruling ability construction, avoid short-term behavior, and strive to explore a suitable for China’s national conditions to strengthen the ruling ability construction of the party and the path method.The fourth chapter is the factors about affecting and restricting the party’s ruling ability construction. This thesis discusses the ruling ability of the party from the point in view of "national governance system and management modernization", they are following:restricting ruling basis, subject quality control, control of state power system and power system. The first factor restricting is the main ruling basis, include theoretical basis, class basis and mass basis, which is actually the progressiveness of the Party, height mass party restriction to the ruling ability of the party; the ruling second factors restricting the main body own quality, including ideological and moral quality and cultural quality of the party’s ruling ability; control third factors of national regime system, including horizontal structure, vertical structure and arranged in a crisscross pattern control architecture of the party’s ruling ability; fourth constraints ruling system control refers to the control of the ruling party leadership system, cadre system, supervision system and the working system of the party’s governing capability.The fifth chapter is about the realistic way of strengthening the party’s ruling ability construction. The party is the key to deal well with Chinese things and deepening the reform comprehensive. In this thesis, in the interpretation of the Third Plenary Session of the eighteen Central Committee of the 《Communist Party of China on comprehensively deepening reform of certain major issue decision》, build national governance systems based on this particular point of view, think that strengthening the party’s ruling ability construction, establish a transcendence and creativity, openness and inclusiveness, responsiveness and adaptability of the ruling party, from the four aspects of infrastructure、its construction、system construction and system innovation to promote modern pattern modernization of the state governance, to build a healthy and vibrant society.
