Cause Analysis And Countermeasures Of A Small City Public Emergencies

In recent years, with economic and social development, urban area expanding constantly, and population density and assets density increasing rapidly, man-made and natural disasters and compound disasters are rising in frequency, influence and the extent of harm. The frequency and harm of significant comprehensive public emergencies have tended to increase continuously in cities at home and abroad, which has brought about serious social chain reaction and political result. This kind of public emergency which is unpredictable and large-scale tends to have unexpected disastrous consequences and harms on human's existence and development.Such problems as natural disasters, accident disasters, public health incidents and social security incidents are testing the capabilities in dealing with emergencies in the cities all over the world. Since the Sept 11 terrorist attacks on the US, emergency management has been attached importance to once again. On this basis, the theory of emergency management has been further developed and has been used gradually to deal with the critical situation of various emergencies. At present, foreign countries have some accumulation of emergency management's organizational structure, analysis of period, division of stage and trend of development, and theories of risk control and public management. They have also developed and improved the research into the application and practice of theories of emergency management. Many industrialized countries and international organizations have made a series of laws and regulations and policies of significant accident rescue, made clear the responsibility and function of the relevant government departments, enterprises and society in public emergency management, and also set up corresponding emergency response organization and administration department of government. However, based on the analysis of public emergency sites, public emergencies concentrate in small cities of county level and are of different types. As local small cities, because public emergency management covers a wide field and is highly professional, at present they are deficient in the research into its comprehensive application. Therefore, public emergency prevention and management in county-level cities can not be neglected.This paper analyses the features of public emergency in our country and elaborates the current situation and the main problems of public emergency.Take the public emergency in Songyang county, Zhejiang province in 2008 for example, this paper also analyses the basic situation of public emergency in Songyang and assesses and analyses its general law and feature and current situation, and points out the insufficiencies in public emergency management in Songyang. Especially, it analyses its causes from both internal factors and external factors. In view of current situation and problems, it puts forward some tentative ideas and reflection about how to deal with emergency.The last section is the summary. Based on existing problems, it puts forward the countermeasures and suggestions of public emergency management system.
