A Study On The Current Situation Of Emergency Rescue Team Construction And Countermeasures In Jilin Province

As a significant role for the revitalization of the old industrial base in Northeast China,Jilin Province is committed to deeply involving into the "One Belt and One Road" construction,creating an important window for China to open up to the north,connecting with major national strategies such as the coordinated development of Beijing-Tianjin-Hebei,the Yangtze River Economic Belt,Guangdong-Hong Kong-Macao Greater Bay Area,as well as actively looking for new coordinates for development around the world,and its strategic location is quite critical.Due to its special geographical location and climatic conditions,Jilin Province is prone to natural disasters such as snow disasters and forest fires.In the process of promoting the stable and positive development of Jilin Province’s economy,the unfavorable factors affecting the social stability still exist.Various safety production accidents and food and drug safety production accidents occur from time to time.In view of these circumstances,it is necessary to create a stable social environment.The Decision of the CPC Central Committee on Deepening the Reform of the Party and State Institutions,which was adopted at the Third Plenary Session of the 19 th Central Committee of the Communist Party of China,pointed out that deepening the reform of the Party and state institutions is a profound change to boost the modernization of the nation’s governance system and governance capability.The first session of the 13 th National People’s Congress voted to adopt the institutional reform plan of the State Council.According to this plan,the Ministry of Emergency Management of the People’s Republic of China was set up,as a part of the State Council,to integrate all duties of the State Administration of Work Safety with partial duties of the General Office of the State Council of the People’s Republic of China,the Ministry of Public Security of the People’s Republic of China,the Ministry of Water Resources of the People’s Republic of China,the Ministry of Agriculture of the People’s Republic of China,the State Forestry Administration,the China Earthquake Administration,the State Flood Control and Drought Relief Headquarters,the National Committee for Disaster Reduction,the State Council Earthquake Relief Headquarters and the National Forest Fire Prevention Headquarters.According to the actual situation of current emergency work,Jilin Province thoroughly implements the “1+4” emergency management legal framework system with "laws of emergency management as the mainstay,laws of safety production,natural disaster prevention,fire protection,and emergency rescue organization as auxiliary”,vigorously improves risk prevention and control capabilities,develops emergency rescue capabilities,as well as actively promotes the emergency management system and emergency rescue modernization,and improves emergency rescue capabilities.Furthermore,in view of the current problems in the construction of emergency rescue teams in Jilin Province,from the perspective of strengthening the construction of emergency rescue teams,this paper put forward reasonable countermeasure to strengthen emergency rescue management and achieve steady economic and social development in Jilin Province.This paper starts with the necessity and feasibility of strengthening the construction of emergency rescue teams in Jilin Province and the current situation of the construction of emergency rescue teams.By analyzing the current experience in construction of the national emergency rescue teams,other provinces’ emergency rescue teams and foreign emergency rescue teams,this paper compares the current situation of emergency rescue teams construction in Jilin Province,and puts forward reasonable opinions and suggestions for theoretical basis in improving Jilin Province’s emergency team construction.
