On The Construction And Improvement Of E-governance, Public Participation Procedures

E-government was initiated, promising that it would promote public participation. Now there is no disagreement about the importance of public participation in the theoretical circle. And we have realized that e-government plays an important role in promoting public participation. How to make citizens e-participate more effectively will be the next issue of concern. If the China's E-government can be divided into three stages simply, e-affairs, e-governance, e-service, now China is in the second period with the context of e-governance. E-government's positive impact on public participation is gradually clear, but is limited by further development, because practical and feasible procedure is missing to realize E-government's function of public participation, which means at the present stage, public participation procedure is missing in the development of E-government.In response to the above question, the paper focuses on the research object of public participation procedure in e-governance, based on the analysis of the design mechanism of public participation procedure in e-governance, the paper constructs the basic steps and phases of public participation procedure in e-governance by the view of"system theory"and"the process"approach. Finally, the paper gives some suggestions to guarantee perfecting the operation of public participation procedure with the context of e-governance. The main clue of the paper goes as follows:Part 1: Posing of a problem, research status and development trend, research significance, innovation point and research method, the theories of public participation procedure in e-governance.Part 2: Analysis of ought to be, to be and reasoning.
