Study Of Citizen Participation In The Government Public Policy Decision

Public policy is a dominant mode of providing public service and goods for the government and implementing social governance. Whether there is full participation of citizens in the process of gov-ernment's public policy and whether the public policy is consistent with the interests and needs of citizens and various social groups, determine the democratic nature, legitimacy, stability and continu-ity of public policies. Along with the development of the political democracy, the participation of citizens in the process of public policy has become an important research subject. It not only reflects the objective requirements of the renovation of administrative management system, but also reflects the historical trend of the political democracy development in China. At present, the participation of Chinese citizens is gradually becoming prosperous. However, there are still many ignorant questions and problems. The exploration of the questions existing in the development of citizens'participation and the rational reflection of countermeasures are of great realistic meanings for the further develop-ment and the improvement of the citizens'participation in China.Based on the review of the previous researches, this thesis systematically analyses the develop-mental process of the Chinese citizens'participation. Firstly, the thesis analyses the realistic basis and its significant meaning, thinking that the citizens'participation is helpful for promoting the construc-tion of China's political democracy and for the implementation of the principles of democratization and the constitution of scientific public policy so as to preserve the legitimated rights of citizens. Secondly, from the perspectives of the ability and the system of citizens'participation it analyzes the theoretical and realistic problems of citizens'participation that exist in the process of modern gov-ernment's public policies in China, considering that the awareness of citizens'participation is weak, the corresponding system is underdeveloped and the channels for systemizing the citizens'participa-tion are insufficient. At last, from the perspectives of renovation of government's administrative ideas, the improvement of the ability of citizens'participation, the promotion of the system, and the innova-tion of the mechanism, this thesis analyzes and puts forward the basic approaches for improving the citizens'participation in the process of government's public policy.
