Research On Citizen Participation In The Process Of Local Government's Public Policy

Nowadays,with the improvement of the economic level and the living standards of the people,the quality of life of the broad masses has been gradually improved,and the social environment has been generally stable.These has created a good political ecological environment for the political development of contemporary China,including making citizen participation in political life and public policy more scientific and democratic.Public policy is a plan which is selected and formulated by the public authority through the political process and aims to solve public problems,achieve public goals and achieve public interest.The scientificity and democracy of public policy directly affect the realization of social fairness and justice,which is also the focus of scholars.Public policy is the result of social value selection and multi-social subject interest game,playing a role in allocating public interest and an irreplaceable role in regulating the market economy and managing social affairs.Public policy making is the core of public policy system.The formulation of public policy must represent and guarantee the public interest of the whole society,and is the root of citizen participation.Increasing the participation of ordinary citizens in public policy formulation is an effective means to promote the democratization and scientification of public policy formulation.Citizens' participation in the formulation of public policies can bring a positive effect on public policy.Moreover,citizen can express their opinions through this consultation with the government on the process of public policy making which is related to the interests of citizens,adapting to the development of the era of diversified interests.Citizens should be a major part of public policy making,which is a manifestation of the establishment of a good relationship between the government and the citizens and the civil rights granted by the government.Only by actively mobilizing citizens to participate in the formulation of public policies can the maximization of social public interests be guaranteed and the good interaction between local governments and citizens be guaranteed.This paper begins with the concepts of citizen,citizen participation and public policy making,to clarify the relevant concepts and theoretical foundations of citizen participation in the process of public policy making of local government.The study of concepts and theories contributes to grasping the research direction.The study of the basic views of citizen participation in different schools of theory has a certain reference to the theory and practice of citizen participation in the process of public policy making in our local government,and also establish a certain foundation for solving the problems in the future.In this study,literature analysis,system analysis,comparative analysis and other methods has been used to collect data as far as possible.On the basis of in-depth study of the existing achievements,this study has analyzed the current situation of citizen participation in the formulation of public policies in different periods in China.This study has also made an in-depth analysis of the local government's public policy making through analyzing the environment of public policy making,the influence of citizen participation on public policy making,and so on,to find out the difficulties faced by the local government's citizen participation in public policy making.These difficulties,including the influence of the traditional cultural environment,the lack of citizen participation,the vague degree of citizen participation in public policy making,a certain deviation in the interpretation of public policies by local governments,and the inaccurate positioning of local government public policy,has been analyzed by a comparative analysis.Thus,it is concluded that citizen participation in local government's public policy making needs to be improved in terms of institutionalization,rule of law and standardization.Therefore,in order to solve the problems of citizen participation in local government public policy formulation,on the one hand,we can draw lessons from the advanced theory and practical experience of citizen participation in public policy in western developed countries.And theories and methods of public policy formulation of local government with Chinese characteristics could be constructed on the basis of introducing foreign advanced theories.On the other hand,we should build up the mechanism of citizen participation in the public policy of local government,and improve the channel of citizen participation in our country and perfect the legal system of making public policy as soon as possible,which is also an important link for our country to realize the construction of service-oriented government.The participation of Chinese citizens in local government's public policy making process is only a part of public policy making.While the formulation of local government's public policy is a systematic and all staff project.In the process of formulating public policy,we should pay attention to promoting all kinds of comprehensive measures so that the strengthening of citizen participation can truly make the work of public policy making and democratization of local government.This study takes this as a starting point and foothold to promote the transformation of local government to a governing government.
