| Based on literature consultation, empirical study, academic analyses researching on Red Cross Society of MianYang,this thesis aims to do some research into the relationship between state and NPOs(Non-Profit Organizations) and experiences and issues existing on Red Cross Society in China from perspective of grass root government by adopting different tactics and operating model . With the separation of the state and society, under the government's inner propulsive force and outer demand from markets, NPOs(someone calls the third sector) begin to explore ways of reforming, obtain some rights to manage one's own affairs and gradually get resources. Firstly, the thesis outlines some theories of the relationship between state and NPOs based on author's analysis. Then some hypothesis and statements are proposed to form basic foundation and inner logic of the model. Hence, after analyzing the relationship between organizations and governments, several core conceptions and variables are concluded.Secondly, on the basis of the empirical study- studying the case of Red Cross Society of China and MianYang, the author works out the best surviving and developing way of NPOs in China.Then, combined with empirical study of the model, this thesis analyzes the basic level of the main gambling group on the basis of the analysis of Red Cross Society of China's basic operation, especially emphases on the dynamic analyzing methods to find out the concrete way and operating method in development process.Finally, from the point of outer environment and inner management, the followings are proposed in the thesis: the basic job of Red Cross is grass rooted in the local government whose support is of vital importance. And it could unite social talents and people to reduce the resistance against the organizational goal realization and building a partnership among NPOs, government and people;changing the situation that the funds of Red Cross is directly and completely financed by the government. |
