Study On The Evolution Of The Relationship Between Government And Society After The Founding Of The PRC

The problem of the relationship between Government and Society is a hot topic in the field of Political Science and Public Administration, is also a realistic subject of the reform of Government Governance System. The Third Plenary Session of the18th Central Committee of the Communist Party of China has passed" The Decision of the CPC Central Committee on Several Important Issues of Comprehensively Deepening Reform", it pointed out that the overall goal of the comprehensively deepening reform is to improve and develop the Chinese Socialist System, promote the modernization of national governance system and governance ability. Modernization of national governance system involves the institutional construction of the relationship between Government and Market, as well as the relationship between Government and Society. This paper selects the relationship between Government and Society as a starting point, the process of modernization after the founding of the country as the time axis, based on analysis framework of institutional environment and Action, diachronic study on the evolution of the relationship between Government and Society in our country. Firstly, this paper analyzes the institutional environment from the early days of the republic foundation to the eve of reform and opening up, including the polarization of international system, Soviet-style system transplant, a thousand things wait to be done in industrialization. In this institutional environment, government power penetrated into all areas of society, established totalitarian political system. In the totalitarian political system, the government mobilized society to achieve certain political aims or political ideas, society completely attached to the government, presented a isomorphic and syncretic state, which is the same form of government and society. Then, the paper analyzes the institutional environment of reform and opening up, including the reflection and reform of system, reconstruction of legitimacy foundation, absorption and integration of positive and negative experience, gradual differentiation of social structure, pointed out that our country transformed from the totalitarian political system to the authoritarian political system. In the authoritarian political system, on the one hand, government controls society differentially, on the other hand, government absorb society in limited social embedding, which led the inlaid form of government and society. Next, this paper further analyzes the institutional environment in modern times, including the risk society replaced the industrial society, the technological revolution led the social reform, political modernization lagged economic modernization, the crisis of legitimacy and "distance paradox", put forward the concept of contract government, believes in the new institutional environment, government should choose to dialogue and cooperate with society through the way of the specific contract in policy issues and public service. Society no longer only plays a subsidiary role in the government governance system, but dialogue and cooperate with government in the gesture of functional subject. It will shape the cross form of government and society. Finally, this paper thinks that the contract-dialogue-cooperation framework in the cross form of government and society is rational choice to innovate the social governance system and promote the modernization of national governance system and governance ability, the ideal direction to reform government governance system.
