Based on a review of the history of United Nations Peace-keeping Operations (UNPKO),this thesis has generalized the characteristics of the post-Cold War UNPKO into three kinds of changes,namely,the change of peace-keeping actors,the change of peace-keeping ways and the change of peace-keeping contents.The United Nations Operation in Somalia(UNOSOM) is chosen as the case study to analyze the dilemma of the post-Cold War UNPKO,which is labeled as four problems as follow: the demands vs.the capabilities,the expectations vs.the effects,the legacies vs.the enlargements and the uniqueness vs.the peripherization.As to origins of this dilemma and factors that will influence the development of UNPKO in the near future,the perspective of international regime transformation is borrowed as the theoretical framework and five thinking pathways,the overall structure of world politics,the power distribution within the certain international field,the development of ideas and doctrines within the field,news issues arising in the field and the practical running of the institutions,are drawn to focus on them,which form the main body of this thesis. In the end,two important innovations appearing in UNPKO,"The Responsibility to Protect"and"The Brahimi Report",are discussed briefly and several enlightening questions are put forward for the further discussion. |
