Although not as developed and improved as European and American think tanks,India's think tanks has acquired a certain degree of development. They accept retired officials,their researchers are recruited by decision-making body,the scholars publish their research results openly, through which they have a direct or indirect impact on India's foreign policy.The birth of the India's think tanks can be traced back to colonial period before India's independence.The development of think tanks have experienced three different periods:naissance,slow development,rapid development.At present,India has largest number of think tanks of developing countries,and formed its own unique style.China and India are close neighbors,and have made important contributions to human civilization in the history.In recent years,with the rapid economic and military development,China and India's rise in 21st century will come soon.It is true that cooperation benefits to both sides and fighting does harm to all.How China and India live together in peace and creativity and solve problems left over by history between the two countries has become the most important foreign policy issues.On the basis of studying the papers and reports of the selected 6 think tanks,the author analysis briefly their attitudes and perceptions on the political, economic,military,Tibet,border issues.In the author opinion,there are two different,contradictive voices about China among India's think tanks.One is a pragmatic,rational view,which does not regard China as India's competitor, the other yet views China as the main threat to Indian national security.In general,for now,the mainstream voice of Indian society is that China is not a belligerent nation,but also intermingled with the emphasis on the China threat.
