Think tanks are nonprofit independent institution which organized to conduct research and produce independent, policy-relevant knowledge, aim at serving the government and society directly and indirectly. After the second war, more and more think tanks emerged in the U.S .Think tanks are often called"exterior brains"of American national security strategy, and"the fourth power"with the legislation, administration, and jurisdiction. American think tanks have such a high power and position that they can influence a series of important policy making, in politics economy, military and diplomacy.Now think tanks have a strong force that can produce a great impact on policy making especially on the U.S-Sino foreign policy making.This thesis tries to analyze the think tanks'roles and its ways of influencing the U.S-Sino diplomacy policy making, and provides some enlightenments and references for the U.S-Sino foreign affairs. Simultaneously, our country can take right measures to influence American China-policy making. And I hope that this thesis can provide useful experiences and enlightenments to our Chinese think tanks.This thesis is divided into three parts:The first part introduces the connotation of think tanks and its characteristic and its prosperous reasons. Think tanks can play an important role in America foreign policy making process due to American unique political culture, the separation of powers, political system, the loose party system, and the development of American economy and technology.Part two general introduces four roles in the foreign policy making, that is, 1), provide policy proposals 2), reserving and providing talented for the government 3), to educate and guide the public servants as well as the public 4), bridging the government and the publics.Part three is the main part of this thesis. It illustrated the think tanks'three attitudes to Chinese problems and its influence of the American China-policy making, through these ways we can learn more about the think tanks'influence in the policy making and take useful measures to influence American think tanks and avoid disadvantage China-policy making.Part four summarizes the experiences and draws some useful lessons from American think tanks development and the way we can speed up the development of the think tanks of our country.
