Migrant Workers And The Government Management Status And Innovation Research

Off-farm workers are a new kind of"workers"engaging in non-agricultural production in the process of China's reform and opening to the outside world as well as its urbanization and industrialization.Although they are not really registered permanent urban residents,off-farm workers have made considerable contributions to the construction of cities and towns and hence have become an indispensable part of work force there.However,over a rather long period of time,there have existed many problems facing them,such as their struggle for existence without adequate guidance, help and coordination from the government and society,their employment and legal rights un-guaranteed,their children's education unequal to that of others,their comparatively confined living space and inadequate public service offered to them, which are all unfavorable factors affecting the stability of society and long-term development of our country.Facing those problems and realizing the importance of them,the government did have taken some appropriate measures accordingly,but the effect turned out is far from being perfect.Either practically or theoretically,those problems are of great importance in the government's efforts to build a socialist harmonious society and dealing with the problems of so-called"Agriculture, Countryside and Farmers".As we all know,theory comes from practice and should be put back into practice as a guide to our work,so we need to make some investigation into or study of off-farm workers'status quo and the government's role of administration to discover those problems,thereafter analyze them,and find out some ways of solving them.This paper undertakes to have a tentative research on the government's administration of off-farm workers from quite a new angle of view.In the introductory part,there includes some background knowledge and purpose of the topic, the primary work and the significance of the research.The second part not only points out the features of the government management but also analyzes the causes from which some problems of off-farm workers arise,especially causes and their consequent problems in the light of the management of off-farm workers'employment,that of census register,of education,of social guarantee system.The third part not only analyzes the causes from which some problems of government management arise but also points out the need for the government to initiate the management.The fourth part brings forth some new ideas of the government management,mainly about the concepts of the government's rule,the government's management mechanism and the management means.The fifth part summarizes the main work of the full topic, including innovation and the inadequacies of the research.There are no doubt many different reasons for the government's getting into some difficulties in its management of off-farm workers,nevertheless,the origin of those difficulties lie in any of the following three facts,i.e.old concepts still existent, management mechanism to be perfected,management means or method unitary. Therefore,the way out of those difficulties is by cultivating correct and scientific management concepts and initiating new management mechanism and means,those of the government and those of other institutions or authorities concerned.Only by doing so can we in earnest raise the standard of the management of off-farm workers and the service offered to them,and create a better living condition for them,and consequently speed up the solution to the problems of the so-called"Agriculture,Countryside and Farmers"and the construction of a socialist harmonious society as a whole.
