Grass-roots Community Development Analysis And Countermeasures

In the new situation of the deepening of reform and opening-up, mass organization has become the important social force which constructs a harmonious socialist society. As a major part of mass organization, grass-roots organizations, with the huge numbers and close connection with the masses, play an important role in the development of the local and whole country's economic and social development. Influenced by both the macro and micro factors, the grass-roots organizations' function couldn't be fully played. Therefore, it possesses important theoretical and practical significance to strengthen the study of grass-roots organizations.This article uses Weifang City as an example and grass-roots organizations of prefecture levels as research objects. It studies grass-roots organizations, describes its meaning, sums up its feature and analyses its function with different methods, including multidisciplinary go into giving first place to the Public Administration research , literature analyzing,evidence collection study . On this basis, the article discusses the present situation of grass-roots organizations' development, studies problems in grass-roots organizations' development and analyses from both the macro and micro aspects the main reasons influencing the development. This article also puts forward the solutions to strengthen the cultivation and management of grass-roots organizations from the following three aspects: the formation, the supervision and the supporting of grass-roots organizations.In this paper, the study mainly involves the following important problems: First, the issue of grass-roots organizations access. Due to the small scope of the prefecture city or under, it's very difficult for people to organize associations and illegal organizations are very popular in these areas because the numbers of members or capital couldn't reach the minimum conditions regulated by Regulations on Registration and Administration of Social Organizations. The issue of mass organizations' legitimacy has become one of the bottlenecks restricting the development of grass-roots organizations. This article holds that the particularity of grass-roots organizations should be taken into consideration when laws about mass organizations are legislated. The access standard should be reduced properly. The local government should promote the joint of similar organizations so as to satisfy the access standard, legalize the above-mentioned illegal mass organizations and encourage the emerging new organizations.Second, the problem of grass-roots organizations' lacking of competition and energy. Due to the current system of one organization in one city, most of the new organizations and foreign organizations can only choose to join the established organizations, so that there would not be effective competition between them and they would keep the same pattern for many years which lacks of vitality. It could be summed up that the system of more organizations in one city should be carried on which would alter the monopoly position of the traditional organizations formed in the "top-down" pattern. It should be allowed that the new and foreign organizations could establish similar organizations so as to promote the competition and development of mass organizations. Third, the democratic management within the grass-roots organizations. In the established mass organizations, there exist the following phenomena which restrict the further development of the organizations, including one or few parts are the main body of the whole mass organization, the chairman appointed by the departments in charge monopolizes the leadership permanently and the regulations couldn't represent the views of the majority of the members. The system of members conference should be carried out and the chairman should be directly elected by the members so that every member has a say and the internal democracy would be realized. Fouth, the supervision of grass-roots organizations. With so many mass organizations operated by the unsound system, it is insufficient and unscientific to rely on the department in charge or registration department to supervise only. We should inspire the government, mass organizations, members and public to supervise so as to guarantee the healthy development of mass organizations which also accord to the tendency of changing the government choice into the social choice.
