The Research On Rural Grass Roots Organization Construction Improvement Of T City F District

Under the background of building Socialist New Countryside,countryside primary party organization and villagers ' self-governing organization is the most basic and principle organization.Due to responsibility limitation,personnel quality,countryside work's complex etc.,there's series of paradox and conflict between above-mentioned two organization,resulting in unbalance of “dual power structure”and bad influence of countryside economy development order.Research on improvement of primary organization structure can change the situation of “dual power structure”unbalance,establish strong leadership and promote relevant countryside work.This thesis studies the construction of basic-level organization in the countryside of Region F,City T,analyze the reason that cause the “dual power structure” unbalance and propose solutions to solve such issue.Through visit and investigation,issuing questionnaires and data reviewing,24 typical villages are selected to analyze the situation of dual power structure.There are four types of “dual power structure” in 24 villages,including harmony type,conflict type,one-man-in-charge type and weak and lax type.The main problem of basic-level organization construction is unbalance of “Party Construction” and “Country Construction”,including following patterns: Party strong versus Country weak,Party weak versus Country strong,Party strong versus Country strong and Party weak versus Country weak.Sharpening conflict between two organization are mainly performed as leadership come from one clan,chasing the profit of resources and struggling for bigger power.Through the analyze,the following reasons have caused the unbalance of “dual power structure”: weak leadership of Party organization;imperfection of two organizations' structure;the problem of candidates for countryside leadership;power distribution depends on resources.Based on the actual situation of Village F countryside basic level organization,improved measures should be put forward,including innovating Party organization construction structure;guarantee country committee's service function;select better candidate to serve the village;improve comprehensive quality of leaders in two organizations;improve the remuneration of leaders in two organizations;optimize the communication and coordination systems between two organizations.Through those exploratory measures to fix the situation of unbalance of “dual power structure” in basic level of Village F and accelerate the process of villager's self-governance and construction of socialism new countryside.
