Analysis Of The Behavior Patterns Of The Local Party And Government Leading Cadres

Main leaders of local Party and Government are the core leadership strength of local development. Their leadership and concrete behavior play essential role in development of an area which can lead long a hair but move whole body.Currently, there are piles of theoretical articles about achievement assessment on leaders of Party and Government. However, from them it's still very hard to find out the ones to get to the root of leaders' behavior. In the following thesis, the author is trying to originally analyze the forming and progressing of main local leaders' behavior by integrating domestic and overseas results related to the same topic and taking examples from main leadership cases at the level of province, city and county of Sichuan Province. The main points are as below:Firstly, to analyze the obtaining of main leaders' privileges from position or out of position, and based on domestic and overseas related leadership theories, the main local leaders' behavior of Party and Government are defined into such three parts as environment creation ( the factor of behavior encouragement) and staff employment (the factor of Game) and consultancy (the factor of mission structure).Secondly, by analyzing the reasons and process of contingency from such three parts as environment creation ( the factor of behavior encouragement) and staff employment (the factor of Game) and consultancy (the factor of mission structure), the author makes deep analysis in contingency ways of leading behavior and behavior mode of three-dimensional local main leaders of Party and Government.Lastly, by analyzing individual leadership cases at the level of province, city and county of Sichuan Province, integrating behavior mode of local main leaders of Party and Government, the author expatiates on significance of the influence upon identifying leadership environment by leading mode and correctly executing leading behavior. And the author also expatiates on whether the mode works for superior department to control local leaders' leading behavior so as to confirm reference value of correctly and objectively distinguishing leaders' working capability.
