Since the eighteenth National People’s congress, the Central Committee of the Communist Party of China proposed ’Govern the Communist Party of China comprehensively and strictly’,stressed that leading cadres of the Party member must strengthen the moral cuivatio,try best take advantage of moral strength win the People’s heart and care achieveent. Morality is an indispensable factor in the concept of Chinese leadership,now the western scholars have studied the enterprke leads: while the ethical leadership theory has Gus on the influence of the morality in recent years. At present,facing the specific group of Party and Government leading cadres, our country is studying the leading factors which are different from western country comprehensively and systematically, as a r的ult form the moral leadership theory with Chinese characteristics.This thesis takes more than 500 leading cadres of the Party and Government who are in every system of Municipal Party committee and Municipal Government the research object, using several statistics methods including exploratory factor analysis,verified factor analysis and so on to construct Party and government leading cadres moral leadership structure model of dimensions which contain Leadership,Benevolence,lial piety and Humble, Undertaking and Pragmatic, Self-dkcipline and Decent. Using the way of typical correlation analysis, regression analysis and so on find that leading cadres of the Party and Government moral leadership’s dimensions pass through ‘identification and internalization’ irespectively influenceur aspects which contain ‘Loyalty and due diligence,Degree of devoting work,Turnover intention Team performance. Combining with the conesion of empirical research, this thesis puts forward the content framework and management suggestionof the Party and Government leading cadres’moral education and training at last.Party and Government leading cadres are the important point and key to the country developing and society constructing, and their virtue has a strong function of demonstration and guidance. In the period of rapid development of modern economic society and the emergence of multiple values, this thesis choosing Party and Government leading cadres of S city which is the political and cultural center to study has a typical significance in the country.
