Local Party Committees And The Exercise Of Power System Studies

In the operation of local politics, local party committees is the main body that propels the development of local politics, economy and social development, the core of local government power running system in the contemporary stage. The working condition of local party committees is a direct reflection of the extent to which inner-party democracy runs. It also has a direct impact on the scientific and democratic level of entire political system. Therefore, the reform of running system of local party committees has become the cut-in point of inner-party democracy construction, even for the whole political and system reform. It has great theoretical and practical significance to the party's style of leadership and governance, strengthens and improvement of the party's leadership, consolidation of party's governing position, as well as the promotion of China's political reform process .Based on this point, under the guidance of Marxism, Mao Zedong Thoughts and theories about construction of Political parties as well as Grass-roots democracy in Deng Xiaoping's theoretical system of socialism with Chinese characteristics, I analyze the running system of local party committees . From China's actual conditions, I select Shanghai CPC Committees of MinHang District as empirical research samples, using lots of actual practices, I do a deep research on basic characters and main problems of local party committees. The research breaks out traditional universal description, and, bases on the structure of power system of local party committees, the carrier and process of decision making as well as the comparison of "three committees (the local Party committees, the Standing Committees of the local Party committees, and local party secretary's office)" functions. At the same time, I intend to bring out new thoughts and points to reform and promote the running system of local party committees from the exploration and analysis of regression of local power, fulfillment of power running monitoring, improvement of running process and safeguard of power running mechanism.This article is divided into three main parts:Part one, the analysis framework and study dimension that constructs of the power of local party committees . I use two dimensions-power structures of local party committees and configure of the local party committees- to Study the power running system of local party committees. At the same time, I summarize the basic functions of local party committees and compare the contents and processes of decision makings according to "the Communist Party of China Constitution" and "the work of local committees of the Communist Party of China (for trial implementation)".Part two, I use the power structure of local party committees, the power to configure and running of local party committees as analysis framework, summarize the main issues in the power running of local party committees from vertical and horizontal aspects and bring out political issues in the power running process of local party committees.Part three, I explore the approaches to reform and innovate the running of local party committees using the breaking through points- main issues that exit in local party committees. I also bring out the idea that the main points that maintain the running system of local party committees are: regression of decision making, fulfillment of monitoring, democracy and science of power running process and safeguard of power running system.
