The Transition Mass Incidents And Their Handling Mechanism

The year 2008 is "a year of mass disturbances",in which all sorts of mass disturbances arising out of distinguished claims occurred one after another.The year saw the "wengan(guizhou)event","menglian(yunnan) event";also the notable "longnan(gansu) event"and "fugu(shanxi)event";some strikes of taxi drivers in chongqing,sanya and some other areas;conflicts between police and civilians in harbin,shanghai and shenzhen,etc.some of claimer group of mass disturbances eventually shifted from dialogue into rivalry against the government.They directly attacked Party and government organizations by means of violence including hitting,smashing,robbing and burning and so on,and caused huge loss. Nevertheless,some mass disturbances were in time put down,eg the taxi drivers'strikes in chongqing,sanya and some other areas.All classes of mass disturbances have on the whole been properly settled.Given all the experience of success as well as the lessons learned from the failure in settlements,the governments should be alert of the importance of innovation, they are supposed to try their uttermost to break through inertial thinking and mode,cope with mass disturbances with more serenity,peace and humanity,establish mechanism of departmental linkage and social negotiation,draw effective experiences from individual cases and apply to the establishment of mechanisms,and make the entire social system more tolerant with mass disturbances.In this article the author first reviews some research documentary and theoretic results at home and abroad,summerizes the main viewpoints on mass disturbances and the settlement strategies thereof,distinguishes the concept of incidental mass disturbances and that of organized mass disturbances.This article chooses the city of wenzhou,an open eastern coastal city with a complicated social condition,as the sample of study,so as to cover all kinds of main domestic mass disturbances through these years,and make clear the real cause that stimulates mass disturbances through the governmental angle.Based on the abovementioned, the article tries to pick up the five major notable events with far-reaching impacts throughout the country in the year 2008 as the particular subjects of this study,and analyses the treatment on the whole,the coping process,background thereof and the problems existing in the process, and then produce some detailed and attainable measures on the mechanisms of deparymental linkage and social negotiation;the five events are the"wengan(guizhou)event" "menglian(yunnan) event";also the notable "longnan(gansu) event"and strikes of taxi drivers in chongqing and that of teachers in sichuan and chongqing areas.
