Our country is in the transition period of modernization and reform as well as open-up, social conflict of different interest has become more and more intense, which consequently result infrequent mass events. That is one main factor weakening social stability and harmony. It is concerned that it's our government major task how to recognize the cause of formation of the mass events correctly, and how to adjust the interest conflicts from all ranks of people, debug and alleviate the interest conflicts, then adopt feasible methods to avoid or and cut down the incidence of the mass events at various levels of party and government, what's more, these are the focus and embedded problems on administrative law. Above all, it undoubtedly has far important meaning to keep our social stability and promote the reform and development.This paper tries to analyze Mass Disturbances Settlement Mechanism (MDSM) by analyzing of the settlement mechanism on the accident that A village of Bo Wang Town blocks up the road. Using the literature research, field visits and other surveys, to find out its background, root cause and settlement procession; to analyze the MDSM on the recent mass disturbances on the survey deeply. And then it provides some beneficial suggestions to settle the mass disturbances for better reference to settle the mass disturbances.This paper consists of six parts. In part one, introducing the accident of blocks up the road, mainly in its background. In part two, the root of blocks up the road, analyzing the arousing reason of that and other Mass Disturbances. In part three, solving the problems of interest's conflict within its inner system, which mainly manifests on the imperfect expressing mechanism, the defect of the Petition system, and difficulty in judicial channel. In part four, the outer inducement for solving the problems of interest's conflict, such as the problems of the mass awareness, the government refusing the responsibility, the degradation political power at rural area, the black vicious power involved and so on. In part five, the problems of the mechanisms for dealing with mass disturbances, including confusion disorder in legislative and the rule of man strongly, the contradictions for public security organs, as well as the lacking of accountability mechanisms, and so on. In part six, putting forward to the recommendations of mass disturbances. Mainly analysis from the following three aspects: firstly, improving the mechanism of expression of interest, regulating the public participation; secondly, making the resolution of the conflict into the orbit of the rule of law, using the legal means to resolve the conflict; thirdly, improving the disposal measures, which making it in the rule of law.
