The rapid development of network technology is affecting human life deeply and extensively. The most noticeable outcome is the emergence of E-commerce. Based on digital and Internet technology, E-commerce can surmount space-time limitations; communicate information in two-way, deliver goods quickly. It will change the traditional business pattern and propel economic development. Due to the openness of Internet and distinct characteristics of E-commerce, online deals face various risks. Thus, how to protect the safety of online deals becomes one focus of the society. One breakthrough point of this problem is to guide and regulate the individual online dealers by law. This is main concern of this article.Except the preface and postscript, this article is divided into four chapters, attempting to deal with main problem from four aspects. The first chapter talks about what are online business and online dealer, as well as the analysis of the legal status of online dealers. The second chapter is to introduce the advanced practices of developed countries. The third chapter tries to analyze the main concern theoretically, and tell the necessity of regulating online dealers legally. The fourth chapter reveals the achievements and drawbacks of China's current solutions. Then I provide suggestions in four aspects: unifying relating laws, establishing entrance permission rules, improving online taxation systems and strengthening the protection of consumers' interests.
