It is the important reality subject which our government is facing on that is reformation of community management system.Since 21st century, the development of city construction in Shenzhen has been superb as our national economy and city construction is developing rapidly, city appearance also has improved greatly; and in a relative way, urban management begins in a lower starting point, because it is mainly subjects to the development of city construction, and is restricted by the level of city construction. The contradiction of urban management shows up increasingly, after city appearance, structure, layout and facility level have changed fundamentally. "Management collocates with construction, emphasizing on management" becomes the theme of city development. "Main on management" is the emphasis of city works with the further development of city infrastructure facility construction.
