| At this stage,China’s most important social contradiction has been transformed into the contradiction between the people’s increasing needs for a better life and unbalanced and inadequate development.How can we finally achieve this by establishing a more refined urban management system and actively innovating urban management policies? — — The ultimate goal of urban management is to realize the rational planning of resources between people and things in the city,which has research value not only in theory but also in practice.This article is based on the research results of the academic world,and at the same time combines the specific facts of the city H to analyze the current status,dilemma,and causes of the comprehensive enforcement of urban management in city H,as well as countermeasures and suggestions for improving the comprehensive enforcement of urban management in city H,provide a certain theoretical support and practical reference for the further improvement of urban management in similar cities.This paper consists of six parts.The first part is the introduction,which introduces the significance and background of the research,analyzes the related theoretical research,and expounds the general content,analytical method and potential innovation of the research.The second part is the theoretical basis.Firstly,the concept involved in this paper is defined.Secondly,the legal basis of comprehensive urban management law enforcement is analyzed.The third part is the H city management present situation and predicament of comprehensive law enforcement,H city by city management guidelines,measures such as building digital city management system,has obtained certain achievements in the urban management comprehensive law enforcement,but there is still a lack of law enforcement process regulations,function orientation is not clear,law enforcement as a formal,team construction is not stable,and a series of problems such as weak law enforcement credibility.The fourth part analyzes the background of the dilemma of comprehensive law enforcement in urban management of H city from three aspects: main cause,external environment cause and supervision cause.The fifth part refers to the experience of advanced cities in China.By summarizing the main law enforcement practices of urban management in more advanced areas in China,it provides some references for H city to improve law enforcement level.The sixth was divided into countermeasures and Suggestions,in combing the after the successful experience of domestic urban management comprehensive law enforcement,and combined with the causes of difficulties in the process of urban management law enforcement and,this paper argues that enhance the level of H city comprehensive law enforcement of urban management can start from the following points: first,improve the existing rules and regulations and the relief way;Second,to clarify the functional positioning of urban management departments;Third,the establishment of a sound urban management law enforcement performance appraisal system and supervision system;Fourth,optimize the structure and quality of law enforcement service team;Fifth,we need to improve the environment for public opinion and increase public participation. |
