Research On The Problems And Countermeasures Of Comprehensive Administrative Law Enforcement In Urban Management

Since the :Economic Reform and open up,he city has been developing at an unprecedented speed.With the acceleration of urbanization,many problems have been exposed in the work of urban management,the comprehensive administrative law enforcement reform of urban management began in this context.Comprehensive law enforcement in urban management is based on centralized administrative punishment power,in accordance with the relevant provisions of the law on administrative penalties,the administrative penalty power in the field of urban management,which was previously exercised solely by multiple functional departments,shall be uniformly and centrally transferred to the Comprehensive Administrative Law Enforcement Department of Urban Management,in order to change the past multi-headed law enforcement situation,is the key area of comprehensive law enforcement reform.In 2015,Sichuan province began the pilot project of comprehensive law enforcement in urban management,and in 2019,Q County also started the exploration of comprehensive administrative law enforcement,as arranged by higher-level governments.This article first read a lot of books related to comprehensive law enforcement of urban management,and accurately grasped and understood the concepts of comprehensive law enforcement of urban management and the theory of decentralization and other related theories of public management.Through consulting a large number of Chinese and foreign literature,on-the-spot investigation,and face-to-face interviews with urban management staff,the relevant data of comprehensive law enforcement work in urban management in Q County were collected and sorted out,at the same time,using the method of analysis and induction to collect the data systematically,through carding,city management of Q County comprehensive law enforcement work has a comprehensive understanding of the status quo.Through the application of decentralization theory,new public management theory and other relevant theoretical tools,analysis and summary of the current Q County city management comprehensive administrative law enforcement problems,it is found that there are some problems in the comprehensive administrative law enforcement work of city management in Q county,such as insufficient basis for law enforcement,low efficiency of administrative law enforcement,unclear boundary of law enforcement,etc.At the same time,this paper has carried out in-depth and detailed analysis to find out the underlying reasons,and puts forward some suggestions and countermeasures from the aspects of speeding up the legislative guarantee,pushing forward the construction of intelligent urban management,scientifically defining the scope of urban management law enforcement,etc.,hope to provide practical reference for city construction of Q County.
