Research On The Management Function Of Grass-roots Government In Land Transfer Of Rural Area

Since the Third Plenary Session of the Seventeenth Central Committee of the Communist Party of China,the new measures for land transfer have made rural land "resurrected" and given new vitality.With the continuous deepening of rural land transfer,farmers have gained more income and their living standards have gradually improved.However,in the process of land transfer,the grass-roots government,as the rural land manager,has continuously encountered problems such as chaotic management,ineffective supervision,inadequate services,and increasingly prominent contradictions between government and agriculture,which have affected the development of modern agriculture to a certain extent and slowed down the development of modern agriculture.The pace of rural land transfer and the development of large-scale rural operations have affected the supply-side structural reform and the development of agricultural modernization.Based on Wenchang City,Hainan Province,on the basis of grassroots government,management functions and other related theories,this paper investigates the performance of grassroots government management functions in rural land transfer in Wenchang City through interviews and questionnaires.Poor government guidance leads to confusion in government management;imperfect regulation and supervision mechanisms,resulting in damage to farmers’ rights and interests;single and rigid service means,resulting in poor service effects and farmers’ inability to accept new policies in a timely manner.The conclusion is that the government is influenced by interests,causing misalignment of guidance,weak service awareness,imperfect laws,low quality of cadres causing farmers’ dissatisfaction,and imperfect supervision mechanisms.Therefore,in the process of rural land transfer,the grass-roots government should clarify the government’s guiding function and determine the government’s management authority;establish a land transfer supervision agency,and strengthen the construction of internal and external supervision;improve the grass-roots government’s public service awareness,do a good job of publicity,and improve service-centered.The construction of basic-level government management functions.
